Dear Comrades - It is always easy to say that Postal Group C are the most neglected class etc - But if we go through the problems of several other sections of Central Government Employees dispassionately, we will understand there are worse class of employees than Postal Group C in fact - For example, the section of LDC [lower division clerk] are suffering through the recommendations of successive pay commisions - Their level never raised even a single step - They even today continue to get only 1900 Grade Pay level while many cadres jumped over them including the Postmen, MailGuards etc - Do we know there is a cadre called 'Sorters'in our Postal Accounts, which is a Group 'C' cadre and today also it is placed on par with upgraded Group D [Multi Skilled Employee]at 1800 Grade Pay - Please feel the state of mind of such employees - Comparatively why not consider that the status of Postal Assistants that was on a lower level upto 5th CPC was elevated to UDC level on par with 1320 scale [4000-6000] level by 5th CPC and thus elevated the status of PA/SA cadre in comparison to several other cadres - Whatever injustice perpetrated to LSG HSG-II HSG-I have been effectively focussed by us but the Government and Pay Commission did not address correctly to solve - But however the merger of Pay Scales of S9, S10, S11 and S12 sorted out the problem of HSG-II / BCR as well as HSG-I which are placed on a higher level at 4200 GP and 4600 GP after the 6th CPC - The only problem remains unsorted is the problem of injustice meted out to LSG / TBOP - Let us continue our efforts in new angles like cadre restructuring etc for finding a solution to this problem also - My request is let us stop weeping and self-downgradation like simply repeating that we are the worst suffereing lot etc and concentrate to solve the remaining problems also - Regards

ReplyDeleteThe issues relating to TBOP/BCR are very serious. The same officials in the Cadre who appeared for GroupB exams during last year are told that thye have not enough qualifying serive to attend the same exam this year. Meanwhile the IPO/ASP who are neither an organised militant group nor have enough political backings are walking away with plum benefits. How? Just because the Postal bureaucrat is backing them. Why can't we rein in this vested groups through political intervention? Are we afraid of bureaucrats? Cadre restructuring is not the panacea for all the ills. It is indeed a trap. Once implemented no Official who have not gone through the IPO cadre will never raise to the level of Superintendent.He will utmost become a Senior Postmaster towards the fag end of his service. It is a pity that our Union still has failed to understand this trap and is trying to console the members by citing the 'golden years ahead" under the so called restructuring.
